Ellwood Atfield are partnered with the Association of the British Pharmaceutical Industry (ABPI) to appoint a UK Competitiveness Policy Manager. 

The ABPI exists to make the UK the best place in the world to research, develop and access medicines and vaccines to improve patient care. We represent companies of all sizes which invest in making and discovering medicines and vaccines to enhance and save the lives of millions of people around the world.

In England, Scotland, Wales and Northern Ireland, we work in partnership with governments and the NHS so that patients can get new treatments faster and the NHS can plan how much it spends on medicines. Every day, our members partner with healthcare professionals, academics and patient organisations to find new solutions to unmet health needs.

Job purpose and background

The UK Competitiveness Policy Manager will support in the development and implementation of a policy portfolio that reinforces the UK's position as a global leader in life sciences by shaping and delivering priorities in areas of international UK competitiveness. Primarily this role will focus on creating an internationally competitive environment for medicines manufacturing investment, underpinned by an effective fiscal incentive and skills environment.

Reporting to the Director of UK Competitiveness, the nature of this role will require the successful candidate to work with policy experts from across the ABPI and our member companies. This position will also work closely with the Corporate Affairs team to deliver effective external engagement with relevant stakeholders and meet the ABPI’s strategic objectives.

Primary objectives/responsibilities

  1. Shaping and implementing the ABPI’s UK Competitiveness policy agenda
  • Working closely with the Director of UK Competitiveness, proactively monitor, influence and shape policy issues impacting the UK’s approach to life sciences manufacturing, skills and fiscal policy.
  • Where applicable, work cross-functionally to identify other policy areas which impact UK competitiveness and ensure alignment with the overall competitiveness agenda e.g. medicine regulation, intellectual property and sustainability.
  • Monitor the progress of relevant policy areas internationally to ensure that the UK remains competitive in its offer to globally mobile life science investors.
  • Identify opportunities to develop the ABPI’s evidence base in support of our policy objectives.
  • Create key ABPI policy and position papers, submissions, and correspondence in area(s) of responsibility. 
  • Attend and present at internal/external meetings. 
  1. Support with the development of ABPI relationships with key stakeholders, including within the membership
  • Help establish a close working relationship with the network of company experts and to establish positions on the range of technical topics.
  • Identify and build relationships with key industry and non-industry stakeholders who will influence the UK’s competitiveness agenda.
  • Lead the planning, executing and follow-up from member meetings under the guidance of the Director of UK Competitiveness.
  • Secure engagement opportunities for the ABPI leadership to promote the objectives of the UK Competitiveness agenda.
  1. Support internal coordination of the ABPI’s UK Competitiveness agenda and provide support to senior leaders with engagement on relevant issues.
  • Develop excellent relationships across all ABPI departments, working collaboratively across functions, with a comprehensive understanding of how the UK Competitiveness agenda contributes to overall ABPI objectives.
  • Working with colleagues in ABPI’s communication and government affairs functions, proactively influence and shape the UK Competitiveness agenda.
  • Support the ABPI Chief Executive, Board members and internal senior leaders, to engage on issues relevant to the UK Competitiveness agenda, in particular taking the lead on the production of briefing material.

Person specification, experience and skill set

The ideal candidate will have the following experience and demonstrable skills:

Qualifications and experience

  • Educated to undergraduate degree level, or equivalent, with proven experience gained within the pharmaceutical sector, in the UK or abroad.
  • An understanding of ABPI Code of Practice and the role of the ABPI.

Experience and skill set 

  • Thorough understanding of the pharmaceutical industry and broad understanding of the UK life science policy landscape. Specific expertise in manufacturing, skills, or fiscal policy desirable but not a requirement.
  • Experience gained in an environment-shaping role in the life sciences/pharmaceutical industry, NHS, or a similar stakeholder organisation – in the UK or abroad.
  • Ability to bring together and influence multiple stakeholders to achieve results through cross-functional collaboration and project management.
  • Outstanding written, oral communication, and influencing skills.
  • Facilitation skills, able to communicate clearly in presentations and in writing to a range of audiences at different levels, including government and external stakeholders.
  • Successful experience of working on a range of simultaneous responsibilities, meet deadlines and prioritise in a multi-functional environment.
