Ellwood Atfield is delighted to be partnering with the Royal College of Surgeons of England on the appointment of a Campaigns Manager.
The Royal College of Surgeons of England is one of the world’s leading professional surgical membership organisations, advancing surgical standards and improving patient care across the UK and internationally.
The College is entering an exciting new chapter, launching a new corporate strategy alongside newly structured Policy and Campaigns functions designed to deliver more focused, impactful and outcomes-driven influencing activity.
The opportunity
This is an exciting opportunity to help shape and deliver high-impact campaigns focused on improving surgical care, influencing health policy, and driving meaningful change for surgeons and patients.
Working closely with the Head of Press and Campaigns, the Campaigns Manager will lead a small number of focused, strategic campaigns designed to influence governments, NHS bodies, regulators and wider healthcare stakeholders. The role will suit someone who combines strong political and strategic instincts with creativity, pace and excellent stakeholder management skills.
You will play a key role in embedding a more modern, delivery-focused campaigning function, working collaboratively across policy, communications and public affairs to deliver campaigns that cut through and achieve real-world impact.

Responsibilities
- Lead the development and delivery of high-impact campaigns aligned to the College’s influencing priorities.
- Translate policy, evidence and insight into compelling narratives and clear calls to action.
- Work closely with policy, communications and public affairs colleagues to deliver integrated influencing activity.
- Identify and respond quickly to political, media and stakeholder opportunities.
- Build productive relationships with external partners, stakeholders and healthcare organisations.
- Oversee member engagement and mobilisation activity where appropriate.
- Line manage and support the Senior Campaigns Officer.
- Use insight, evaluation and campaign performance data to refine activity and demonstrate impact.
Person specification
- Significant experience delivering campaigns within policy, public affairs, healthcare, membership bodies, charities or related environments.
- Strong understanding of the UK political and health policy landscape. .
- Experience influencing decision-makers and managing stakeholder relationships.
- Excellent written and verbal communication skills with the ability to develop persuasive campaign messaging.
- Strong project management skills with the ability to manage competing priorities at pace.
- Collaborative and confident working style with the ability to engage senior stakeholders and clinicians.
- Experience managing or supporting junior colleagues is desirable.
