The Opportunity

Ellwood Atfield is proud to be partnering with the Confederation of Passenger Transport (CPT) in the search for a Policy Adviser. The CPT is a renowned membership body which exists to help the bus and coach industry to provide better journeys for all. We do this by representing around 800 members ensuring the issues that matter most to the industry are firmly on the political agenda, giving them practical advice and support, and bringing the industry together to build better solutions. Our dedicated teams in England, Scotland and Wales work closely with members at local and national levels to help them achieve the best possible operating environment.
Our members include the largest multi-national transport operations along with small family run businesses. We also represent 150 suppliers who each provide dedicated products and services to the bus and coach industries.

The opportunity
This role comes at an exciting time to be working in the bus and coach sector. Our industry is essential to supporting economic growth, thriving communities and opportunities for all, and this is increasingly recognised among policy makers and opinion formers.
CPT works closely with government at all levels to help the industry deliver to its full potential, and as a Policy Adviser you will build strong ties with the Department for Transport and other key stakeholders to develop and promote impactful policy initiatives which advance the priorities of CPT members and to ensure the sector’s interests are represented and reflected in government policy.
Key responsibilities
- Develop policy papers and briefings, including collation of relevant third-party research, to influence national and regional decision makers and those that influence them.
- Engage with government departments to help deliver CPT’s policy goals, ensuring the organisation’s policy priorities are clearly understood by decision-makers and CPT is recognised as the lead expert organisation on bus and coach issues.
- Work with CPT members to seek views on policy and to gather evidence to support strategies and priorities, including collaborating with members’ in-house teams to make sure policy reflects the needs of the bus and coach industry.
- Develop authoritative and evidence-based submissions such as consultation responses and select committee submissions with member input and engagement.
- Provide policy support for CPT Regional Managers on key strategic policy issues to ensure CPT’S policy positions are understood at the local and regional level.
- Monitor, collect and utilise data relevant to the sector to: ensure CPT’s evidence base is up to date; inform CPT’s external communications activity; identify trends and emerging issues; develop dashboards and visualisations for colleagues and members; and support policy development and strategic decision-making.
Person specification
- Excellent written communicator with strong attention to detail and experience writing reports, presentations and briefings.
- Ability to identify and communicate key challenges in a clear, informative, succinct yet impactful way.
- Skilled in using quantitative data to identify issues and trends, support a policy position, strengthen an evidence-base and tell a story.
- A self-starter with strong organisational skills with an ability to work to tight deadlines and work strategically.
- Experience in navigating public policy issues and problem solving either within government or as a key government stakeholder and influencer.
- Adept at maintaining relationships with multiple stakeholders with the ability to manage multiple viewpoints and to influence.
- Ability to think strategically and see the ‘bigger picture’.
- Strong interpersonal and relationship-building skills.
- Experience of overseeing the delivery of research projects by contracted third parties.
