Ellwood Atfield is delighted to be partnering with the Royal College of Surgeons of England on the appointment of two Policy Managers.
The Royal College of Surgeons of England is entering an exciting new phase in its policy and influencing work, with the organisation evolving its Policy and Campaigns function to deliver greater external impact across the issues affecting surgeons and patients.
Representing over 30,000 surgeons and dental surgeons worldwide, the College plays a leading role in shaping standards in surgical care, supporting the profession and influencing debate across major healthcare and workforce challenges.
The Opportunity
This is an exciting opportunity to join an expanding policy function focused on delivering practical, evidence-led change across surgery and healthcare.
As Policy Manager, you will play a key role in shaping the College’s policy development and influencing work across a range of strategic issues impacting surgery in the UK and globally. Working closely with clinicians, senior stakeholders and colleagues across campaigns, publishing, and communications[TJ1.1], you will help develop clear, credible and outcome-focused policy positions designed to influence decision-makers and improve patient care.
The successful candidate will combine strong analytical capability with the ability to translate complex evidence into practical recommendations and real-world impact.

Key Responsibilities
- Develop evidence-led policy positions across issues impacting surgery, workforce and healthcare delivery.
- Produce clear, high-quality policy outputs including briefings, consultation responses and rapid analysis.
- Build relationships with clinicians, regulators, government and wider healthcare stakeholders.
- Identify emerging political and healthcare developments and advise on risks and opportunities.
- Represent the College externally and support wider influencing and campaigns activity.
- Work closely with campaigns and communications colleagues to deliver real-world policy impact.
- Line manage and support a Senior Policy Officer.
Person Specification
- Experience working in policy, public affairs or influencing roles within healthcare, government, regulation or a similarly complex environment.
- Strong analytical skills with the ability to turn complex evidence into practical, credible recommendations.
- Excellent written and verbal communication skills, with experience producing high-quality policy outputs.
- Confident engaging senior stakeholders and building effective working relationships.
- Comfortable working at pace across multiple priorities in a fast-moving environment.
