Ellwood Atfield is delighted to be partnering with the Royal College of Surgeons of England on the appointment of a Senior Policy Officer.
The Royal College of Surgeons of England is entering an exciting new phase in its policy and influencing work, with the organisation evolving its Policy and Campaigns function to deliver greater external impact across the issues affecting surgeons and patients.
Representing over 30,000 surgeons and dental surgeons worldwide, the College plays a leading role in shaping standards in surgical care, supporting the profession and influencing debate across major healthcare and workforce challenges.
The Opportunity
This is an excellent opportunity for a policy professional who enjoys combining analytical thinking with practical, outcomes-focused policy development.
As Senior Policy Officer, you will support the delivery of the College’s policy objectives across key issues affecting surgical practice, workforce and healthcare delivery. Working closely with clinicians and colleagues across policy, campaigns, publishing, and communications, you will help develop evidence-based policy positions designed to influence government, regulators and NHS bodies.
You will also play an important role in horizon scanning, identifying emerging political, healthcare and regulatory developments, and ensuring the College remains a credible and influential voice on issues impacting surgery and patient care.

Key Responsibilities
- Develop evidence-led policy positions across issues impacting surgical practice, workforce and standards.
- Produce high-quality policy briefings, consultation responses and stakeholder briefings and engagement materials.
- Monitor political, NHS and regulatory developments to identify emerging risks and influencing opportunities.
- Work closely with campaigns, communications and public affairs colleagues to support wider influencing objectives.
- Build strong relationships with clinicians, healthcare organisations, regulators and government stakeholders.
- Support senior stakeholders and College spokespeople with policy advice and external engagement.
Person Specification
- Develop Experience working within policy, public affairs or influencing roles in healthcare, government, regulation or membership organisations.
- Strong analytical skills with the ability to translate complex information into practical policy recommendations.
- Excellent written communication skills and experience producing materials for senior audiences.
- Understanding of political, healthcare or regulatory environments.
- Strong stakeholder engagement skills and ability to work collaboratively across teams.
- Comfortable working at pace and managing competing objectives.
